Directs the Hawaii Climate Change Mitigation and Adaptation Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program for state procurement of construction materials

The study must analyze available scientific evidence, potential frameworks, best practices, standards, and implications for reducing greenhouse gas emissions from construction material supply chains

Department of Land and Natural Resources will provide administrative and substantive support for the study

Report with findings, recommendations, and proposed legislation due to the legislature no later than 20 days before the 2027 regular session

Appropriates unspecified general fund amount for fiscal year 2025-2026 to conduct the feasibility study
