Requires contractors on public construction contracts exceeding $25,000 to obtain insurance covering at least half of the project's construction costs to fund repairs for construction defects discovered within 10 years of contract completion

Insurance requirement does not apply to repairs needed solely due to normal wear and tear

Authorizes the State to sue contractors for the full costs of curing construction defects discovered within 10 years after project completion

Establishes that lawsuits for construction defects must be filed in the circuit court where the project is located and within 10 years of contract completion

Allows the policy board to adopt rules permitting purchasing agency heads to reduce the required amounts for performance bonds, payment bonds, and insurance
