Allows bidders on public works construction projects to clarify or correct immaterial or technical issues with subcontractor listings for up to 24 hours after the bid submission deadline, without permitting additions or substitutions of subcontractors

Defines "immaterial or technical information" to include missing signatures, typographical errors, omissions, and subcontractor license issues due to ministerial acts that are corrected by award time

Aims to reduce bid protests stemming from technical subcontractor listing errors, which the state procurement office identified as the source of most construction bid challenges

Takes effect July 1, 2025, and automatically repeals on June 30, 2027, reverting the procurement code to its previous form
