Creates a private right of action allowing individuals aggrieved by helicopter violations of the Federal Aviation Act and existing federal laws to sue the helicopter owner or operator in district court

Permits recovery of triple actual damages or $1,000 per violation (whichever is greater), plus court costs and reasonable attorney's fees

Exempts helicopters owned or operated by government agencies and those providing emergency services such as aeromedical or search and rescue operations

Adds new section to Chapter 342F (Noise Pollution) of Hawaii Revised Statutes

Effective date of July 1, 3000 (placeholder date indicating further legislative action needed)
