Property owners who fail to remediate county zoning ordinance violations within the specified timeframe face a minimum fine of $1,000 per day

When accumulated fines exceed $5,000, the notice of violation automatically becomes a lien on the property within 30 days

Property owners who fail to both satisfy the lien and begin remediation within 30 days of receiving lien notice will face mandatory foreclosure proceedings

Counties are required to commence foreclosure (judicial or nonjudicial) without delay when owners fail to comply with lien and remediation requirements

Adds a new section to Chapter 46, Hawaii Revised Statutes, establishing uniform penalties for unaddressed zoning violations across all counties
