Establishes the Waiakea Peninsula Community Development District in East Hawaii, encompassing lands makai of Kamehameha Avenue and Kalanianaole Street, bounded by Wailoa River, Reeds Bay, and including Moku Ola (Coconut Island)

Creates the Waiakea Peninsula Community Development District Special Fund in the state treasury to receive revenues, grants, appropriations, and assessments for district operations and administration

Grants the Hawaii Community Development Authority powers to secure federal financial aid, issue bonds, borrow money, and establish a district improvement and maintenance program for the area

Requires development to preserve Hawaiian archaeological, historic, and cultural sites while considering climate change, sea level rise, and climate-resilient design in building siting

Adds two representatives from the Waiakea Peninsula district to the Hawaii Community Development Authority board, including one resident and one small business owner or nonprofit officer/director from the district or Hilo area
