Requires the Department of Transportation, in collaboration with the City and County of Honolulu, to conduct a comprehensive assessment of existing emergency access roads along the Waianae coast (Makaha to Kahe Point) for safety, capacity, and accessibility concerns

Mandates development of a detailed plan to upgrade existing emergency access roads or construct new evacuation routes meeting established safety and capacity standards

Requires evaluation of restoring unpaved roads, including routes from Waianae to Wailua via Peacock Flats and former U.S. military roads in Waianae Valley

Authorizes the Department of Transportation to request input and assistance from the United States Navy and requires engagement with local residents for community input

Appropriates an unspecified sum from general revenues for fiscal years 2025-2026 and 2026-2027, with a report due to the legislature twenty days prior to the 2026 regular session; effective July 1, 2025
