Requires the Director of Corrections and Rehabilitation, Comptroller, and Director of Health to submit annual reports on program results to the Hawaii Climate Change Mitigation and Adaptation Commission

Cites climate change mitigation as primary justification, noting animal agriculture accounts for up to 20% of global greenhouse gas emissions according to UN Environment Programme
