Prohibits rental property owners from using algorithmic pricing software ("coordinators") that collects data from multiple landlords to set or recommend rent prices, lease terms, or occupancy levels

Makes it unlawful for coordinators to facilitate anti-competitive agreements among landlords or for two or more landlords to engage in "consciously parallel pricing coordination"

Establishes civil liability standards allowing complaints to proceed if they plausibly allege antitrust violations without requiring proof that excludes independent action

Requires the Department of the Attorney General to develop a public education program about the prohibition, including website information on how consumers can report suspected violations

Sets penalties for violations at up to $100,000 fine and/or 3 years imprisonment for individuals, or up to $1,000,000 fine for corporations and other entities
