Prohibits "prohibited foreign parties" from acquiring ownership or interest in agricultural lands in Hawaii, including through purchase, grant, devise, or descent, with interests including leases of one year or longer

Defines prohibited foreign parties as persons or entities subject to International Traffic in Arms Regulations (ITAR), governments or organizations from ITAR-restricted countries, entities with 33%+ ownership by a single prohibited party (or 50%+ aggregate), and U.S. Department of State designated entities of concern

Creates an Office of Agricultural Intelligence within the Department of Agriculture to collect and analyze information on unlawful land possession and report violations to the Attorney General for enforcement

Provides an exception for resident aliens who may hold agricultural land while residing in Hawaii, but requires divestment within two years if resident status is lost, with court-ordered forfeiture and sale for non-compliance

Makes violations a class C felony and appropriates unspecified funds for fiscal years 2025-2027 to establish the Office of Agricultural Intelligence, effective July 1, 2025
