Changes State and county employer contributions to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) from negotiated dollar amounts to a fixed percentage of total premium costs for health benefit and life insurance plans

Removes employer contributions to EUTF from the scope of collective bargaining negotiations between public employers and employee unions

Eliminates the requirement that contributions be specified dollar amounts established under collective bargaining agreements or chapter 89C

Adds EUTF contributions to the list of matters explicitly excluded from collective bargaining negotiations, alongside classification, recruitment, examination, and retirement benefits

Amends Act 234 (2024) to ensure sections 88-9 and 88-11 are reenacted in their prior form when that act is repealed on June 30, 2029, while preserving the changes to collective bargaining scope made by this bill
