Appropriates $500,000 for fiscal year 2025-2026 and $500,000 for fiscal year 2026-2027 to the Department of Corrections and Rehabilitation to procure new electronic medical record keeping software for state correctional facilities

Addresses the failure of the current eClinicalWorks system, which was inoperable from June 2022 to February 2023 due to lack of software updates, leaving staff without access to thousands of medical records including lab work, prescriptions, and referrals

Requires the department to submit a report to the legislature by November 1, 2025 on procurement progress, current software inadequacies, and efforts to share electronic health information with the Department of Health and Department of Human Services

Follows up on Act 144 (2007), which originally appropriated funds to address mental health crisis in Hawaii prisons and required ongoing reporting on implementation

Takes effect July 1, 2025
