Allows a living beneficiary on the Department of Hawaiian Home Lands waitlist to designate a successor to inherit their place on the waitlist if the beneficiary dies before receiving a tract offer

Requires successors to be at least 25% Native Hawaiian to qualify for the waitlist transfer

Applies to waitlists for residential, agricultural, and pastoral tracts available under the Hawaiian Homes Commission Act

Amends lease conditions to allow "qualified application successors" (not just native Hawaiians) to receive leases, including residential lots up to 1 acre, agricultural lots up to 40 acres, and pastoral lots up to 1,100 acres

Takes effect upon either U.S. Department of Interior approval or Congressional consent, as required for amendments to the Hawaiian Homes Commission Act
