Extends the required buffer zone around landfills and waste disposal facilities from one-half mile to one mile

Expands buffer zone protections to include state conservation district lands and national conservation areas managed by the federal Bureau of Land Management

Applies to construction, modification, or expansion of municipal solid waste landfills, construction and demolition landfill units, and their components

Exempts existing properly permitted waste facilities from the new requirements, unless they require physical expansion (vertical or horizontal) needing additional permits

Takes effect July 1, 3000
