Requires the Hawaii Emergency Management Agency to inventory all designated emergency shelters statewide and assess their ability to withstand a category one hurricane or higher

Mandates publication of a publicly available list of shelters with their respective hurricane ratings by category, due at least 20 days before the 2026 legislative session

Expands the definition of "shelter" to include any public building constructed after January 2026 that meets specified construction requirements

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 for a hurricane shelter retrofit program, including funding for one full-time equivalent position for a program director within the Hawaii Emergency Management Agency

Takes effect July 1, 2025
