Prohibits "prohibited foreign parties" from acquiring ownership or interest in agricultural lands in Hawaii, including foreign governments, foreign-organized entities, non-citizen/non-permanent residents domiciled abroad, and entities with 33% or more foreign ownership or control

Creates an Office of Agricultural Intelligence within the Department of Agriculture to collect and analyze information on unlawful possession of agricultural land by foreign parties and enforce compliance

Allows resident aliens to hold agricultural land while maintaining Hawaii residency, but requires divestment within two years if they lose resident alien status

Authorizes the Attorney General to investigate violations, issue subpoenas, and initiate civil forfeiture actions in circuit court for illegally held agricultural land

Makes violations a class C felony and appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to establish the new office, with an effective date of July 1, 2025
