Prohibits law enforcement officers from allowing unlicensed drivers to continue operating a vehicle after being cited for violations including driving without a valid license, suspended license, or related offenses under sections 286-102, 286-122, 286-130 through 286-134

Requires the vehicle to be removed from the scene by the registered owner (if licensed) or another licensed individual with the owner's permission who can legally park or store the vehicle

Mandates towing at the registered owner's expense if no licensed driver can remove the vehicle within a reasonable time, with delivery to the owner's address or a county-designated location

Places responsibility on the cited unlicensed operator to arrange their own transportation from the scene (public transit, rideshare, taxi, or as a passenger) at their own expense
