Requires new state building construction or renovation projects with budgets of $5,000,000 or more to include dedicated space for a group child care center or adult day care center when at least 250 individuals will live or work at the facility

Mandated care center spaces must include a kitchen for reheating food, restroom facilities, and appropriate outdoor space

Only operators licensed to run group child care centers or adult day care centers under Hawaii Revised Statutes may use the dedicated spaces

Addresses the high cost of facilities as a major barrier for care providers, with the goal of enabling below-market rents that could support higher staff wages, lower tuition, and expanded enrollment

Takes effect upon approval by the Governor
