Establishes a teacher housing assistance program providing housing vouchers to eligible full-time teachers at hard-to-staff public schools and charter schools for rent, mortgage payments, or down payments on primary residences

Vouchers are valid for one year and renewable for one additional year, with amounts capped at a monthly limit (amount to be determined) or actual housing costs, whichever is less

Eligible teachers must have at least one year of teaching experience in Hawaii public schools, commit to teaching at a hard-to-staff school for five consecutive years, and have household income below a specified percentage of area median income

Teachers who fail to meet the five-year work commitment must repay voucher funds as a loan to the Department of Education, with repayments deposited into the teachers' housing revolving fund

Appropriates unspecified amounts from the teachers' housing revolving fund for fiscal years 2025-2026 and 2026-2027; effective date set to July 1, 3000 (placeholder date)
