Authorizes the Governor to enter Hawaii into the Nurse Licensure Compact, allowing registered nurses and licensed practical/vocational nurses with a multistate license from their home state to practice in all party states without obtaining additional licenses

Establishes uniform licensure requirements for multistate licenses including graduation from approved nursing programs, passing NCLEX examinations, FBI criminal background checks via fingerprints, no felony convictions, and a valid U.S. social security number

Creates the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, promulgate rules, maintain a coordinated licensure information system for tracking nurse licenses and disciplinary actions across states, and resolve disputes

Requires nurses holding multistate licenses from other states who work at Hawaii health care facilities to complete annual demographic data surveys as a condition of employment, with facilities required to report these employees to the Board of Nursing within 30 days of hire

Authorizes the State Board of Nursing to charge different fees for nurses who hold multistate licenses issued by Hawaii; the compact provisions become effective and binding two years after the Act takes effect
