Expands the definition of "covered electronic device" to include facsimile machines, VCRs, portable digital music players, DVD players/recorders, household routers and modems, as well as peripherals such as keyboards, mice, cords, power supplies, speakers, sound bars, and video game consoles

Allows manufacturers to coordinate, negotiate contracts, and collaborate with each other on electronic device recycling plans without being subject to federal antitrust law or Hawaii's unfair competition laws (Chapter 480)

Excludes from the "manufacturer" definition those who manufacture only electronic device peripherals, those with licenses to manufacture exclusively for a licensor, and those who sold fewer than 100 covered devices in Hawaii the previous year

Requires manufacturers to provide free collection service locations in every zip code with 25,000+ residents, one collection location on Molokai, and at least four annual collection events in Hawaii County outside of Kona and Hilo

Manufacturers meeting the expanded collection location requirements will be deemed to have satisfied their recycling weight obligations (50-70% of devices sold)
