Establishes a three-year pilot program within Hawaii's early learning system to provide home-based early learning for three- and four-year-old children, with priority given to underserved or at-risk children

Requires the program to include computer-based individualized instruction in reading, mathematics, and science aligned with Head Start Early Learning Outcomes Framework, plus parental engagement components

Service provider must be a 501(c)(3) nonprofit with at least three years of experience administering home-based early learning programs and must demonstrate program efficacy through independent evaluations

Low-income families eligible for free or reduced-price lunch will receive computers, tablets, or other equipment and Internet access at no cost

Appropriates $750,000 for fiscal year 2025-2026 and the same amount for fiscal year 2026-2027, with the program taking effect July 1, 2025 and sunsetting June 30, 2028
