Establishes a homeless student stability program within the University of Hawaii to provide grants to campuses for identifying and supporting students experiencing homelessness, including funding for basic needs resources, tutoring, healthcare reimbursement, and temporary housing expenses

Creates a homeless student housing resource program to award grants to housing support organizations that partner with UH campuses, providing rental assistance, transportation assistance, emergency shelter, and case management for homeless students and their families

Requires at least one benefits navigator position at each UH system campus to help students access public benefits, emergency assistance, and community resources, with each campus developing a hunger-free and basic needs strategic plan

Establishes a system-wide coordinator position within the University of Hawaii to oversee campus positions and initiatives related to student basic needs

Mandates annual student surveys beginning in the 2025-2026 school year to assess food security, housing security, and access to economic support, with results published by December 31 each year; effective date July 1, 2025
