Requires "DO NOT FLUSH" labels and symbols on premoistened nonwoven disposable wipes sold in Hawaii, including baby wipes, adult hygiene wipes, bathroom cleaning wipes, disinfecting wipes, feminine hygiene wipes, and other personal care wipes containing petrochemical-derived fibers

Labels must cover at least 2% of the principal display panel surface area, appear in sharp contrast to the background, and be placed conspicuously on packaging without obstruction by seams or folds

Prohibits manufacturers from making any representation that covered products are flushable, including through product names, trademarks, endorsements, or illustrations

Requires manufacturers of EPA-regulated covered products to submit their "DO NOT FLUSH" labels to the EPA for approval by January 1, 2026, with approved labels to be in use within 18 months of approval

Appropriates unspecified funds for two full-time Department of Health positions—one for inspections and enforcement, one for education and outreach—effective December 31, 2050
