Expands the Commission on Water Resource Management from seven to eight members by adding the Chairperson of the Hawaiian Homes Commission (or designee) as a new ex officio voting member

Currently, the Director of Health serves as an ex officio voting member; this bill adds the Hawaiian Homes Commission Chairperson in the same capacity

Clarifies that only the five governor-appointed members (not ex officio members) must have substantial experience in water resource management

Addresses the statutory requirement that the commission protect adequate water reserves for current and future development of Hawaiian home lands

Takes effect upon approval
