Adds the chairperson of the Hawaiian Homes Commission (or designee) as a new member of the Hawaii Community Development Authority (HCDA)

Grants the Hawaiian Homes Commission chairperson voting rights specifically on matters affecting the Kalaeloa Community Development District, including consideration for quorum and majority determinations

Amends Section 206E-3 of the Hawaii Revised Statutes to include the Hawaiian Homes Commission chairperson among state officials whose terms on the HCDA run concurrently with their official term of office

The Hawaiian Homes Commission chairperson would not require gubernatorial appointment to the HCDA, joining other ex-officio members like the directors of finance, transportation, and business/economic development
