Adds the chairperson of the Hawaiian Homes Commission (or designee) as an ex officio voting member of the Hawaii Housing Finance and Development Corporation (HHFDC) board of directors

Expands the HHFDC board from nine to ten members

Increases the quorum requirement from five to six members for board actions

Excludes the Hawaiian Homes Commission chairperson from eligibility to serve as board chairperson, along with other ex officio members

Aims to give Hawaiian Homes Commission representation in setting housing development policies and priorities to protect interests of Hawaiian Homes Commission Act beneficiaries
