Establishes a Performing Arts Special Fund within the state treasury to be administered by the State Foundation on Culture and the Arts for coordination, planning, promotion, marketing, and execution of performing arts events

Requires state agencies to transfer 1% of all ticket sales from concerts held at state-owned venues into the Performing Arts Special Fund

Exempts concerts primarily performed by students enrolled in Hawaii Department of Education schools or the University of Hawaii from the 1% ticket sales contribution

Defines "concert" as live, staged musical performances, comedy acts, or specialty acts performed before an audience; "performing arts" includes dance, singing, musical performances, and theater

Takes effect July 1, 3000 (placeholder date indicating deferred implementation)
