Creates a new chapter in Hawaii Revised Statutes establishing a licensing framework for freestanding birthing facilities operated independently from hospitals

Requires facilities to be accredited by the Commission for the Accreditation of Birth Centers, or be in the process of obtaining accreditation within six months of applying for a license

Defines freestanding birthing facilities as facilities serving only low-risk maternity patients during pregnancy, delivery, and immediate postpartum period

Authorizes the Department of Health director to establish fees, adopt rules, and suspend or revoke licenses for substantial violations

Licenses must be renewed annually and facilities must immediately notify the director if they lose required accreditation
