Establishes a two-year digital navigator pilot program through the Hawaii Broadband and Digital Equity Office to provide technical assistance with computers and electronic devices to the public

Requires six pilot program locations across the state: two on Oahu, two on Hawaii Island, one on Kauai, and one on Maui

Authorizes partnerships with the Hawaii State Public Library System and other state agencies to implement the program

Appropriates an unspecified amount from the broadband and digital equity special fund for fiscal years 2025-2026 and 2026-2027

Requires a feasibility and impact report with proposed legislation to be submitted to the legislature at least 20 days before the 2027 regular session

Takes effect July 1, 2025
