Allows pedestrians to cross streets outside of crosswalks without penalty from law enforcement, fines, or other penalties when they are more than 200 feet from a marked crosswalk

Crossing is only permitted when a reasonably careful pedestrian would determine it would not cause a collision with a moving vehicle or force a vehicle to slow or stop

Pedestrians retain the duty to use due care for their own safety and the safety of others when crossing roadways

Drivers remain obligated to exercise due care for pedestrian safety regardless of where pedestrians are in the roadway

Takes effect upon approval by the Governor
