County councils must consider the neighborhood boards' recommendations and the mayor's written responses when reviewing and approving the final county budget

If a mayor fails to respond to any recommendation in a neighborhood board's package, the county council must include that recommendation in the budget, subject to amendment

County-based commissions overseeing neighborhood boards will establish the processes, procedures, and requirements including target number of recommendations and total value limits
