Requires the Department of Transportation to construct, maintain, and operate customs and security facilities at state commercial harbors for federal customs inspections, security screening, and compliance with the Maritime Transportation Security Act of 2002

Authorizes the Department of Transportation to enter into agreements with federal, state, and private entities to implement customs and security operations at harbors

Permits the department to assess and collect fees for use of customs and security facilities, with revenues deposited into the harbor special fund exclusively for facility purposes

Requires the Department of Transportation to adopt administrative rules to implement the new customs and security facility requirements

Takes effect upon approval by the Governor
