Creates an Interagency Food Systems Working Group co-chaired by the Board of Agriculture chairperson and the Director of Business, Economic Development, and Tourism, with members from the legislature, departments of Education and Health, Office of Hawaiian Affairs, Office of Planning and Sustainable Development, and Agribusiness Development Corporation

Working group responsibilities include developing governance protocols, coordinating with county and community food planning processes, creating implementation plans with measurable progress toward statewide food system goals, and utilizing policy impact analysis tools

Requires the working group to submit annual reports with recommendations and proposed legislation to the legislature at least 20 days before each regular session

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027 to hire staff and support working group operations, including stakeholder coordination and public meetings; effective date of July 1, 3000 (placeholder date)
