Establishes the Office of the State Architect within the Department of Accounting and General Services, headed by a governor-appointed State Architect who must hold a valid architecture license for at least five years

State Architect will review all plans, drawings, and specifications for state construction projects, ensure compliance with building codes and construction standards, and issue design approvals before construction can begin

Exempts state construction projects from county building permit, inspection, and certificate of occupancy requirements when the State Architect certifies compliance with applicable building codes and standards

Creates the Design Review Special Fund to receive payments from state agencies for design review services, legislative appropriations, and interest earnings, with funds not lapsing at fiscal year end

Requires the Comptroller to adopt administrative rules by December 31, 2026, and the State Architect to submit annual reports to the Governor and Legislature detailing approved projects and fund status
