Amends Section 103D-303 of the Hawaii Revised Statutes governing competitive sealed proposals in public procurement

Prohibits procurement officers from disclosing competing offerors' proposals or evaluation scores during debriefing sessions with non-selected vendors, except for the summary of scores

Allows disclosure of competing proposals and evaluation scores only after any protest is resolved and the contract is executed

Maintains the existing requirement that non-selected offerors must request debriefing within three working days of contract award posting and file protests within five working days after debriefing completion

Effective date of January 1, 2491 (appears to be a placeholder date)
