Removes the requirement for a licensed professional surveyor to provide a letter certifying that metes and bounds descriptions conform to accompanying plat maps when filing subdivision documents

Replaces the fixed $2 per hour fee for checking surveys and plans with fees to be set by Department of Accounting and General Services (DAGS) rules

Updates plan filing requirements to allow submission on any "tangible medium of good quality" approved by DAGS, replacing the outdated tracing cloth requirement

Expands permissible drawing scales for plans to include 60, 600, and 6000 feet to an inch, and sets maximum width at 36 inches

Authorizes DAGS to grant exceptions to the requirement that only contiguous parcels be shown on the same plan

Effective date of July 1, 3000
