Abolishes joint and several liability for government entities in highway-related tort claims, including cases involving guardrails, utility poles, street signs, directional signs, and other highway-related devices

Limits government entity liability to only the percentage share of damages directly attributable to the government entity when multiple tortfeasors are involved

Removes the existing exception in Section 663-10.5 that retained joint and several liability for government entities in highway maintenance and design claims

Deletes Section 663-10.9(4), which previously allowed joint and several liability for noneconomic damages in highway-related motor vehicle accidents when the government had prior notice of similar occurrences

Takes effect upon approval and does not apply retroactively to rights, duties, penalties, or proceedings that existed before the effective date
