Repeals subsection (c) of Section 200-14, Hawaii Revised Statutes, which established penalties up to $10,000 per day for unauthorized discharge of petroleum products, hazardous materials, or sewage in state boating facilities or waters

Clarifies that enforcement of criminal water pollution offenses falls under the jurisdiction of the Department of Health rather than the Department of Land and Natural Resources

Retains existing penalties for other boating violations including reckless operation, unauthorized mooring, unauthorized commercial activity, and unauthorized camping (petty misdemeanor, up to $1,000 fine)

Maintains traffic infraction penalties for vehicular parking violations at state boating facilities ($100 first offense, $200 second, $500 third or subsequent)
