References that Honolulu previously allocated $2,000,000 annually from 2006-2009 to the Leeward Coast community to offset burdens from the Waimanalo Gulch landfill expansion.

Follows 2022 recommendations from the Oahu Landfill Siting Advisory Committee to establish host community benefits for both future landfill hosts and communities that bore past landfill burdens.
