Urges the Department of Education, Department of Health, and Office of Wellness and Resilience to collaborate on developing a statewide peer counselor program for high school students to address youth loneliness and social disconnection.

Requests the program prioritize face-to-face peer relationships, trust-building exercises, and culturally responsive approaches, with particular attention to Native Hawaiian and Pacific Islander youth experiencing worsening mental health indicators.

Recommends standardized training for student peer counselors covering active listening, ethical boundaries, trauma-informed practices, cultural responsiveness, and referral pathways to licensed mental health professionals.

Asks the Hawaii State Youth Commission to participate in program development, implementation, and evaluation, including gathering student input and advising on effectiveness, equity, and cultural responsiveness.

Directs copies of the resolution be sent to the Governor, Lieutenant Governor, Board of Education, Superintendent, and directors of Health, Human Services, and the Office of Wellness and Resilience.
