Urges the Hawaii Department of Transportation and the City and County of Honolulu Department of Transportation Services to collaborate with North Shore community organizations to advance the multimodal coastal trail system on Oahu's North Shore

Requests community organizations be involved in planning, design, construction, and maintenance of the trails to provide safe conditions for walking, biking, and other non-vehicular travel

References Honolulu's Complete Streets Ordinance (2012) and the Oahu Vision Zero Action Plan (adopted January 2025) aimed at eliminating traffic deaths and serious injuries

Notes the Department of Transportation's 2025 draft Priority Multimodal Network and ongoing study of a Haleiwa Mobility Hub to support multimodal transportation services

Addresses significant traffic congestion on the North Shore caused by high volumes of residents and visitors, with existing trails already well-used but incomplete along some roadways
