Requests the University of Hawaii Board of Regents to review and refine the operational missions of the UH System's four-year institutions (UH Manoa, UH West Oahu, and UH Hilo) to ensure each campus fulfills a distinct and complementary role.

Follows a recommendation from the National Center for Higher Education Management Systems that UH clarify campus missions to reduce program duplication and strengthen inter-campus collaboration.

Directs the Board of Regents to consider workforce needs, student access, geographic service areas, and efficient use of statewide resources in its review.

Requires the Board of Regents to submit a report with findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2027.
