Requests the University of Hawaii Board of Regents to review and clarify the roles, responsibilities, and functions of the UH System administration in relation to individual campus responsibilities.

The review should examine how the UH System can most effectively support statewide strategic priorities, inter-campus coordination, and student services across all islands.

References a prior National Center for Higher Education Management Systems study that recommended increased attention to distinguishing UH System functions and its role in supporting statewide priorities.

Requires the Board of Regents to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session.
