Requests the Department of Human Resources Development (DHRD) to collaborate with state departments, agencies, and labor organizations to complete its comprehensive review of classification and compensation systems for all civil service positions, as required by Act 180 (2025).

Addresses a significant state workforce crisis with 4,273 vacant civil service positions as of November 1, 2025, representing a 24% vacancy rate, including 485 positions vacant for four or more years.

Notes that nearly 30% of existing state employees will be eligible for retirement within the next four years, worsening the anticipated labor shortage.

Directs DHRD to prioritize its review on state departments and agencies with high vacancy rates or significant numbers of difficult-to-fill positions.

Requires copies of the resolution to be transmitted to the Governor and Director of Human Resources Development.
