Office of Planning and Sustainable Development requested to assess projected maximum infrastructure capacity around transit-oriented development (TOD) areas in the City and County of Honolulu, focusing on current sewer and water infrastructure capacity.

Assessment to be conducted in consultation with Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, and the City and County of Honolulu.

TOD areas are defined as lands within a one-half-mile radius of transit hubs or stations designated for mixed-use neighborhood development supporting walkability and transit access.

The City and County of Honolulu has adopted nine neighborhood TOD plans covering twenty-one rail station areas along the transit corridor.

Prior assessments, such as the August 2018 Iwilei/Kapalama TOD Infrastructure Needs Assessment, found nearly all infrastructure systems including roadway, drainage, electrical, and sewer require upgrades to support anticipated growth.
