Requests the City and County of Honolulu and Statewide Office on Homelessness and Housing Solutions to develop a coordinated strategic action plan addressing behavioral health and homelessness on the Waianae Coast.

The Waianae Coast has Oahu's largest concentration of homeless individuals, with over half classified as chronically homeless out of 4,494 persons experiencing homelessness on Oahu as of the January 2024 Point in Time Count.

The strategic plan must include analysis of behavioral health emergency calls and response times, emergency room utilization for psychiatric crises, crisis stabilization bed capacity, and identification of service gaps.

A feasibility study for establishing a regional crisis stabilization or triage center is required, including potential sites, partnership models, and funding sources.

The agencies must engage community-based service providers and submit findings and recommendations to the Legislature no later than twenty days before the 2027 Regular Session.
