Requests the Department of Transportation to establish an Indirect Roadwork Disruption Grant Program providing financial relief to property owners and small businesses harmed by unplanned road closures, detours, blockages, or utility disruptions from state or county roadwork.

Eligible recipients include property owners demonstrating access loss or prolonged detours, and small businesses showing verifiable loss of business access or revenue.

Grant criteria would consider factors including public notice provided, duration and severity of roadwork, and economic impact on the property owner or business.

Department of Transportation would collaborate with all counties (Honolulu, Hawaii, Maui, and Kauai) to administer the program for jointly performed roadwork.

Progress report required to the Legislature no later than 20 days before the 2027 Regular Session, detailing applications submitted, grants awarded, timeline, and recommendations.
