Requests the Department of Transportation and Public Utilities Commission to develop a regulatory framework for transportation network companies (TNCs) like rideshare services under Hawaii's Motor Carrier Law.

Transportation network companies currently operate without regulation under the State's Motor Carrier Law despite functioning similarly to regulated passenger motor carriers.

Aims to promote equitable treatment between TNCs and traditional motor carriers, ensure uniform safety standards, and provide clarity for consumers and operators.

Requires the Department of Transportation and Public Utilities Commission to submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2027 Regular Session.
