Requests the Department of Transportation and Hawaii Housing Finance and Development Corporation to convene a working group evaluating the feasibility of state-owned or state-controlled warehouse and logistics facilities near ports, harbors, and airports to reduce construction material costs for publicly financed housing

Working group tasks include identifying suitable state-owned lands, evaluating cost savings through centralized storage, analyzing bulk purchasing models, assessing impacts on per-unit housing costs, and examining public-private partnership opportunities

Working group members include the Director of Transportation (as chair), representatives from Hawaiian Homes Commission, Pacific Resource Partnership, General Contractors Association of Hawaii, and chairs of the House and Senate Housing committees

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days prior to the Regular Session of 2027
